    GIMP

    • A free open-source image-editing program similar to Photoshop, GIMP, which stands for GNU Image Manipulation Program, features many image-editing tools found in Photoshop such as image retouching, resizing, cropping and an animated gif tool. Available for free download through its website, the latest version of GIMP supports every major computer operating system.

    Corel PaintShop Photo Pro X3

    • Corel PaintShop Photo Pro X3 includes advanced photo retouching, resizing, batch photo processing, photo management and an option to edit photos in high definition. Geared toward digital single lens reflex, or DSLR, camera users, Corel PaintShop Photo Pro X3 costs $99.99 as of March 2011 for both Professional and Ultimate versions. The program works with all current Windows operating systems.
