How to Get Tobis in "MapleStory"
Tobis are some of the more damaging throwing stars in "MapleStory," but they are notoriously hard to obtain. Their high attack modifier makes them extremely valuable and worth the effort it takes to get them.

Fulfilling the requirements

Create a thief character and get leveling. Thieves are the only character class that are capable of throwing Tobis, or any other throwing star.

Level up to level 10. You'll need to go farther than this if you plan on finding Tobis during training, but if you have the funds to buy them, then level 10 is the lowest level a thief can be before using Tobi throwing stars.

Buy a claw. Thieves at level 10 are able to use throwing stars, but only if they are equipped with a claw, a special weapon only thieves can use to attack with throwing stars. Without one you will not be able to attack with Tobis.
Training

Search for Grupins. These are level-53 monsters that sometimes drop Tobi throwing stars. They can be found in the second Garden of Green.

Head to the Golem's Temple. Fight the dark stone golems that sometimes drop Tobi throwing stars. These monsters are level 58, so make sure you're a high enough level to attack them.

Make your way to the third Cave of Trial. This is where you'll find the bains, large dog-like monsters of level 90. They drop Tobis along with other thief equipment you may find useful.

Find the Blue Mushmom at the Hall of Mushroom. These monsters are also called Mushdad, and drop Tobi throwing stars. Be careful however, as they are level 90.

Visit an out-of-game "MapleStory" market website. Prices will vary greatly. On average, the starting price of an auction will be 50,000 to 79,000 mesos. You can sometimes buy them outright, skipping the auction process, but this will cost one or two million mesos.

Visit the Free Market in-game. Ask around and browse for Tobis at the market stalls. Prices in the free market vary. Some of them will be the same prices as out-of-game market websites, while others will be much cheaper and some exponentially expensive.

Raise the funds to pay for your Tobi throwing stars. Once you've settled on a budget, begin training to raise your money. You might sell things of your own, but training is the most effective long-term strategy for raising mesos. Keep training on monsters that are known to drop Tobis to increase the likelihood of getting a set sooner.

Tips & Warnings
Compare Tobi throwing stars to other throwing stars you can use to make sure it's the throwing star you really want. For example, while Tobi throwing stars have an attack modifier of +23, Ilby throwing stars have an attack modifier of +27. You can only hold 800 Ilby throwing stars in a slot while you can hold 1,000 Tobis in one slot.
