A blue seal license is a certification obtained by refrigeration and steam engineers to allow them to operate freon, carbon-dioxide or ammonia gas-cooling systems. These systems are commonly used in residential and commercial buildings for air conditioning and refrigeration in industrial applications. Blue seal certification and licensing is administered by individual states, but there are nationally administered review programs to assist engineers in the licensing process.
