Log in to your Neopets account and click the "Explore" button at the top of the page. Scroll down the page and click on the "Haunted Woods" link. Find the "Deserted Fairground" link at the top of the page and select it. Coconut Shy is on the middle of the page. Click the image to play the game.

Aim at the middle coconut to knock it down. The theory for success is to aim your arrow at the middle of the "A" in the word "Again." The "Play Again" option only appears after your initial throw.
