      Open Adobe Illustrator and open a new project. The first layer created by default is the Background layer.

      Create another layer by clicking above the "Background" layer in the "Layers" panel and then click the "Create New Layer" button in the "Layers" panel. A blank layer with the name highlighted opens in the Layers panel. Type a name for the layer in the highlighted input box.

      Click on the new layer and drag the layer to the bottom of the list of Layers in the "Layers" panel.

      Double-click on the new layer and then click the "Template" option. Click the "OK" button.

      Click the "Lock" icon on the left side of the new layer to unlock the layer.

      Click "File" from the top navigation bar, and then click "Place." A file navigation box opens.

      Navigate to and click on the JPEG file. Click "OK" to import the JPEG file into the new layer. Size the JPEG image to your specifications in the new layer.

      Click the "Lock" icon on the new layer to lock the layer with the JPEG. Click the "Lock" on any other layers to make a layer other than the new layer active.

      Trace over the lines and shapes in the JPEG image using the Pen, and any other tools required from the toolbox.

      Click the "Eye" icon next to the JPEG layer to hide the layer, or right-click on the layer and click "Delete" to delete the original JPEG image.

      Click the "File" option on the top navigation bar and then click "Save." Type a name for the new vector image in the "File Name" input box and click the "Save" button. The file is saved as an AI file, which is a vector image type and the native file type of Adobe Illustrator.
