Americans who hope to become a manga writer in Japan should know that it is near impossible for a foreigner to find success with a publisher in Japan. Complete fluency in Japanese is a must and is still hardly enough to guarantee success. On the other hand, it is possible, although difficult, for an English-language writer to write for manga-style comics published in North America.
