Establish the type of charter organization you want to start. If it is a charter school, visit the Wisconsin Department of Public Instruction website to obtain basic requirements and contact information for charter school applications. If you seek to start a Boy Scout or Brownie troop, call the regional office of that organization to see what is required.

Obtain the bylaw requirements imposed by the parent organization. For example, a charter school must meet all state and federal instruction guidelines and conform to state testing requirements. Additionally, charter schools must be public and have voluntary enrollment.

Establish your organization. Most charter organizations must register as a state-recognized corporation filing articles of incorporation, bylaws and a board of directors with the State of Wisconsin Department of Financial Institutions with the $35 filing fee.

Get a federal tax identification number from the Internal Revenue Service. Although you are a secondary unit of an already existing entity with its own TIN, you are responsible for your own financials. File Form SS-4 through the IRS.gov online application.
