Play the game like normal while finishing missions and earning achievements to earn more respect until you are notified at the top right corner of the screen that you have earned enough respect to recruit your own gang members.

Go to the "Grove Street" area in the game. This is the area where the main character CJ starts the game. CJ is a well-established member of the "Grove Street Gang," so you must approach other Grove Street members to join you. Grove Street members are identified by their green gang colors. CJ is hated by rival gang members, so he must stick to his own gang for recruitment.

Walk up to a Grove Street gangster and press and hold the "R1" button on the top of the remote, then press the "Up" button on the directional pad. The Member will follow you and aid you in your missions or if you are attacked by rival gang members after he agrees to be with your gang.
