How to Relocate the Taskbar
The Windows taskbar is a toolbar located at the bottom of your screen. When you run applications on your Windows PC, their icons show up in the taskbar so that you can quickly switch back and forth between different windows. The taskbar also houses the date and time display on the far right side of the screen. If you want, you can move the taskbar to a different location than its default (at the bottom of the screen).

Right-click on the Windows taskbar at the bottom of the screen. A menu will appear with several options.

Click "Lock the taskbar," which should have a check mark next to it. This will remove the check mark and unlock the taskbar's size and position.

Click on the taskbar, somewhere that doesn't have an icon or other display -- on a blank area -- and hold your mouse button down, then drag the taskbar to the left side, right side or top of the screen. When the taskbar is located in the place you prefer, release your mouse button.
