Cut the neckline of a T-shirt into a U shape with scissors. The shirt may stretch out, so cut the neckline slightly shallower than you want it to sit.
Mark a line with chalk from the shoulder to under the armpit on both sleeves of the shirt. Cut the outer side of the sleeve off, leaving a strip of fabric for the shoulder strap. Keep the scraps.
Pinch the back of the tank top together where the fabric hits between the shoulder blades, then tie a piece of scrap fabric around it. The fabric strip should encircle the T-shirt so it can be knotted or tied into a bow, depending on the preference.
