How to Tether an i607 to a Laptop Using a T-Mobile Network
The Samsung BlackJack SGH-i607 was originally sold by AT&T, but like most GSM phones, it can be activated on another network. Windows Mobile phones such as the BlackJack come with a feature called Internet Sharing, but AT&T hid the feature to discourage users from tethering their phone. The feature is still there, it's just not listed in the the Applications folder like other Windows Mobile devices. You can use Internet Sharing to connect your laptop to the Internet using Bluetooth, or the USB data cable that came with the phone.

Download and install the latest version of Windows Mobile Device Center from the Microsoft.com web site. There are different versions of Windows Mobile Device Center for 32-bit and 64-bit versions of Windows. To check your version, click the "Start" button and right-click "Computer." Click "Properties" and check the "System type" field.

Press the "Start" soft key on the BlackJack.

Open "Applications" and select "File Explorer."

Open the "Windows" folder and click "Internet Sharing." The Internet Sharing application will appear on your screen.

Set the "PC Connection" field to "USB" or "Bluetooth PAN." Click "Connect" to initiate the connection.

Plug the USB cable into your phone and plug the other end into the computer if you are using USB.

Click "Start" on the PC and select "Control Panel" if you are using Bluetooth. Open "Network and Sharing Center" and click "Manage network connections." Open "Bluetooth Network Connection" and select "View Bluetooth network devices." Highlight the BlackJack on the list of available networks and click "Connect."

Wait for the device status field to change to "Connected."

Press the "Disconnect" soft key when you are finished.

Tips & Warnings
To tether your phone on T-Mobile, you will need to add the tethering feature to your account. Contact T-Mobile customer care to add the feature. You can dial 611 from your BlackJack, or dial 800-866-2453.
