How to Drag a Selection in GIMP
GIMP is a widely used graphics editor that supports creating multiple layers within a single workbook and provides freelance artists with a variety of digital editing and design tools. The program hosts a handful of selection tools, which can be used in conjunction with the move tool in order to create and drag a selection. You can use this method to replicate any given shape and to reposition copies throughout the workbook as desired.

Launch GIMP and open a file to work with by selecting "File" and "Open." If you do not have a pre-existing file you want to edit, simply select "File" and "New" in order to create a new GIMP workbook.

Locate the first three icons in the main toolbox: Rectangle Select Tool, Ellipse Select Tool and Free Select Tool. Respectively, these tools will allow you to isolate a rectangular region, an elliptical region or an irregular shape of your choice. Click on the icon that best suits the area you want to select.

Click within the workbook on one corner or edge of where you want to select. If you are using the rectangle or ellipse tool, double-click and drag your cursor from the top left to the bottom right of the desired region, clicking within the center of your region to finalize the selection. If you are using the free tool, click your cursor to place dots along the perimeter of the area you want to isolate. Once you've outlined the area, click back onto the original dot you placed, clicking within the region when finished in order to finalize the selection.

Select the "Move Tool" located in the main toolbox. The tool's accompanying settings will appear in the bottom half of the toolbox. Next to the text "Move" sits a "Layer" and a "Selection" icon. Click on the "Selection" icon.

Double-click somewhere within your selection and drag it to where you want the selection to move to.

Tips & Warnings
You can use the Bucket Fill Tool to fill the inside of your selection, and then you can drag the selection across your workbook and use the bucket tool again to create a patterned background.
After you have dragged your selection, the new area will stay highlighted until you move the selection again or until you deselect the region. Click on the "Select" tab and "None" in order to deselect entirely.
