How to Create Cartoon Effects in Adobe
Adobe is known for its suite of graphic software. In the case of creating cartoon effects, Adobe Photoshop is a good choice because it is pixel-based and offers more control over the details of a photo. Adding cartoon effects to a photo is a different and interesting way to capture a photo. You can add cartoon effects to any photo, but this method works better with a photo that is not too dark.

Launch Adobe Photoshop and click "File" and "Open." Choose the photo you want to apply cartoon effects to and click "OK."

Right-click on the layer with the photo in the Layers window and select "Duplicate Layer." Click on the "Normal" drop-down menu at the top of the Layers window and select "Color Dodge."

Click "Image," "Adjustments" and "Invert" to invert the colors on the duplicated layer. Click "Filter," "Blur" and "Gaussian Blur." Change the Radius field to "7.0."

Click "Layer," "New Adjustment Layer" and "Threshold." Click "OK." Change the "Threshold Level" field to "234."

Click on the arrow at the top-right of the Layers window and select "New Layer." Click on the "Normal" drop-down menu at the top of the Layers window and select "Multiply."

Click on the Brush tool in the Tools palette and select a color from the Color Picker that is similar to the largest amount of color in your photo. Click and drag the brush on the photo to color the photo in, switching colors and brush sizes as needed to achieve the desired look.
