How to Create an Apartment on "The Sims 2: Apartment Life"
"The Sims 2: Apartment Life" allows you to move your Sims into pre-made apartments. While this may satisfy some players, others may wish to create their own customized apartment. While the game doesn't have a creation mode for apartments, it is possible to create them using the standard house building mode and cheat codes to make the game recognize the house as an apartment.

From the menu, choose the neighborhood in which you would like to build your apartment.

Choose an empty lot and choose "Residential" zoning.

Build the apartment as you would a regular house. Set up the walls to your liking and add wallpaper and furnishings.

Press "Ctrl-Shift-C." This will being up the cheat menu.

Type: changelotzoning apartmentbase

Press "Enter."

Save the lot and exit to the neighborhood. Your newly created apartment will be ready to use.
