How to Blur in GIMP
GIMP is a powerful open source graphics editing software available for Windows, Mac OS X and Linux. GIMP offers many of the features of commercial graphics editing software, including the ability to blur an image. There are two methods for blurring an image in GIMP: using a Blur filter or using the Blur/Sharpen tool. The Blur filter can add the blur effect on an entire image, while the Blur/Sharpen tool is more precise and selective.

Using Blur Filters

Import or open the image file on which you wish to apply the Blur effect.

Click on the "Filters" menu, select "Blur," then the specific Blur filter you wish to apply: "Blur," "Gaussian Blur," "Motion Blur," "Pixelize," "Selective Gaussian Blur" and "Tileable Blur." "Blur" will add a slight blur, softening the image. "Gaussian Blur" offers more control over the amount of blurring ("Selective Gaussian Blur" even more so, allowing you to specify regions). "Motion Blur" creates a blurring effect that mimics motion. "Pixelize" makes the image appear more pixelated. "Tileable Blur" is similar to "Gaussian Blur" though it minimizes edge effects when tiling multiple copies of an image together.

Modify the settings to the filter (if available) to achieve the desired blurring effect.

Save the edited image.
Using the Blur/Sharpen Tool

Import or open the image file on which you wish to apply the Blur effect.

Click on the "Tools" menu, then "Paint tools" and "Blur/Sharpen." Alternately, you can click on the water droplet icon in the "Toolbox" window or press the "Shift" and "U" keys simultaneously.

Change the Blur/Sharpen options in the options section of the "Toolbox" window, if needed. Here you can change the opacity, scale and brush sizes, along with other settings.

Apply the Blur/Sharpen Tool to the image to achieve the desired blurring effect.
