Close any program on your computer that is not vital to your computer running correctly. These programs can cause your computer to use up memory, slowing the processor and limiting the download speed of your dial up as a result.

Close any Internet browser tabs that do not contain the item you are downloading. Each Internet browser tab you use takes up some of the Internet bandwidth received by your dial up connection. Having these browser windows open takes away bandwidth from your download. This causes the download speed to drop randomly.

Contact your Internet Service Provider and check if they are experiences any problems with their connection in your area. If they are currently having technical issues or carrying out work in your area, it can cause a lowered download speed. Pause your download and wait for the work to be finished. Resume the download again and the speed should be restored.

Remove any telephone lines, fax machines or other items that may be connected to your modem. These devices give off signals that can interfere with your computer's dial up connection. This interference will cause your Internet connection to drop at random, causing an inconsistent download speed.
