Download and install a program for using still image GIF files in place of a webcam such as ManyCam.

Open the program and click on the "Sources" tab. Click "Still images," which is the third option down on the left.

Click "Open New File" from the bottom of the window. Double-click the GIF file you want to use. Click the "Effects," tab and click "Text Over Video." Uncheck the option to show a watermark logo over the image.

Visit the Chat Roulette website and the static image will show in your webcam box on the site.
