How to Get an iPhone 3G Out of a Recovery Loop
The iPhone 3G's recovery mode allows your device to sync with iTunes after losing functionality. Once your device enters this recovery mode or loop, however, you can only exit this mode through the iTunes sync process. Therefore, once your iPhone has entered recovery mode you can not restore full functionality to your device without completing the iTunes sync process.
