How to Get a Pikachu With a Light Ball
The "Light Ball" is a special item that raises the attack of Pikachu. It can only be found on wild Pikachu. When you encounter a Pikachu in the wild, there is a small chance that it will be holding an item. Ninety-five percent of the time, that item is an "Oran Berry," but the other 5 percent of the time, it will be a "Light Ball." To obtain the Pikachu with the "Light Ball," you will need to use a Pokeball to capture it.

Travel to the Viridian Forest. Walk around the grass until you encounter a Pikachu.

Use Ground-type Pokemon to weaken the Pikachu.

Use a Pokeball when Pikachu's health is red. If caught, you can check it's status to see if it is holding an item. If it is not holding a "Light Ball," you will need to catch another Pikachu.

Alternatively, you can also use the move "Thief" on Ash's Pikachu that is found in Mt. Silver. This will steal the Pikachu's "Light Ball," which you can then attach to any Pikachu you capture.
