How to Close a Suspended YouTube Account
YouTube may suspend your account if you violate the terms and conditions of the company's website. For example, YouTube will suspend your account if you post obscene materials or videos that violate copyright laws. Once YouTube suspends your account, you can no longer post new videos or comment on other people's posted videos. You may still access some of your YouTube account information with a suspended account, or permanently close your YouTube account.

Go to YouTube.com.

Log in to YouTube with your username and password.

Click your username in the upper right corner of your YouTube home page and select the "Account" option.

Click the "Manage Account" link.

Select the "Close Account" option.

Enter the reason that you want to close your account. Click the "Close Account" button. You will receive a confirmation email from YouTube confirming the permanent closure of your account.
