How to Fortify the Magicka Scroll in "Oblivion"
"The Elder Scrolls IV: Oblivion" is the fourth installment of a groundbreaking series of fantasy role-playing games. While in previous "Elder Scrolls" games the enchanting mechanisms were cumbersome, frustrating and expensive, "Oblivion" has opened the doors to this magic art by simplifying the process and scaling down the cost. Now the seemingly useless items of the game, like blank parchment scrolls, can be made into something worthy of carrying with you into combat.

1
Enter Arcane University in the Imperial City, which is located in the center of the "Oblivion" province of Cyrodiil. A player can enter Arcane University after speaking to one of the seven guild hall leaders about joining the guild, then earning recommendations from each of them by completing the simple tasks they set for you.

2
Go to the Chironasium, a small building intended specifically for enchanting items. If you are the master of the Mages Guild, you will also earn a private enchanting altar in the living quarters above the main lobby. Either altar works effectively.
