Travel to Tercessuinotlim by typing "/join Tercessuinotlim," and speak with Swindle Bilk, a small blue goblin with a parrot sitting on his head. He will ask you to bring him a helm from the Escherion area.

Head to Escherion by typing "/join Escherion," and fight your way into Escherion's Tower. There you must defeat Escherion, the area's namesake villain. He will drop Escherion's Helm.

Return to Swindle Bilk and present him with the helm you collected. This helm earns you one spin on Swindle's Wheel of Chance.

Spin the wheel to learn what reward you have earned. There are 33 unidentified items, only one of which is the Parasitic Hacker.

If you do not earn the Parasitic Hacker on your first attempt, you can repeat Swindle's quest until you do. Because you have a very small chance of getting this specific item, it could take hundreds of repetitions before you finally get lucky.
