How to Get More Pins in "Fallout 3"
In "Fallout 3," players travel across a post-apocalyptic wasteland using whatever items they can get their hands on to survive. Bobby pins are an essential item for the wasteland traveler, as they serve as lock-picking tools to break open safes and locked doors. No matter how great your character's lock-picking skill may be, if he runs out of bobby pins, he will not be able to pick any lock until he replenishes his supply.

Press the action button while facing an item container to search it for bobby pins. Any container may have bobby pins inside, but first aid kits and cash registers are more likely to have a bobby pin inside.

Press the action button to search a dead body after you have killed an enemy for a chance to find bobby pins on the body.

Look for boxes of bobby pins lying on the ground or on shelves. The bobby pin boxes are small and resemble a matchbook. Pick them up by pressing the action button while facing the box.

Tips & Warnings
Reuse the same bobby pins to conserve and stockpile your supply. Press the cancel button to exit from a lock-pick challenge before the bobby pin breaks. You will have to redo the challenge, but the strength of the bobby pin returns to normal, allowing you to reuse it. It is possible to use only one pin for all of your lock picking challenges employing this method if you are careful enough not to break it.
A bobby pin will break on the third failed attempt to pick the lock. Exit with the cancel button after two unsuccessful attempts to save the pin.
