How to Level a LIs in Lotro
Legendary items were introduced to "The Lord of the Rings Online" when the "Mines of Moria" expansion pack was released in November of 2008. Legendary items, or "LIs" are items of great power that gain experience and grow in power as the player uses them. Leveling legendary items in "The Lord of the Rings Online" requires players to kill monsters, complete quests, and ultimately reforge their items at a Forge-Master.

Identify your legendary item by taking it to a Forge-Master in Rivendell or Eregion. Identifying the item allows it to be equipped and used.

Kill monsters and complete level-appropriate quests to gain experience for your legendary item. Good areas for quests for characters able to use legendary items are the Forochel, Angmar, Eregion, and Moria regions.

Take your legendary item back to a Forge-Master once it has gained enough experience to level up its abilities. The legendary item will be able to be improved once its experience bar turns yellow. When this happens, the item will no longer show any experience gain.

Select the "Reforge" option at the Forge-Master to increase the level and abilities of the legendary item. Reforging a legendary item can cost anywhere from 135 silver pieces to 2 gold pieces, depending on the power of the item.

Repeat steps 1 through 4 to completely level your legendary item.

Tips & Warnings
Remember to apply level-appropriate relics to your legendary items to increase their power. These relics can increase with power when you level your legendary item.
Do not attempt to complete quests that are more than 4 levels above your level. While these quests can help level your legendary items quickly, they are also very dangerous and difficult to complete.
