How to Report Shill Bidding
With millions of online auction items and "Buy It Now" listings on eBay, fraudulent activity from both sellers and buyers can occur on one of the world's largest marketplaces. Since face-to-face transactions and interactions between buyers and sellers are almost non-existent over the Internet, shill bidding in online auctions can become a problem. Shill bidding happens when a seller or someone who is familiar with the seller drives up the bid of the item he is selling with another account, which causes inflation of the item price or increases the demand artificially. Since eBay does not keep track of all shill bidding violations, you can prevent any further fraudulent activity from that seller by reporting the account.

Go to the eBay item listing that you believe has violated the eBay shill bidding policy.

Click on the "Report Item" link on the top-right side of the page under the "Other Item Info" section.

Select "Listing Practices" from the drop-down menu of the "Report Category" section. In the section titled "Reason for Report", select the "Fraudulent Listing Activities" option from the drop-down menu. In the last section "Detailed Reason", choose the "Seller Is Using Other Accounts To Inflate Item Price" option. After the three sections have been filled out, press the "Continue" button to proceed with the report.
