How to Unblock Skype
Skype is an application that needs access to the Internet in order to operate. It uses Voice over Internet Protocol Technology to enable users to communicate with each other over the Internet. Unfortunately, Windows Firewall blocks many programs such as Skype that rely on the Internet. To use Skype on your Windows computer, you do not have to have to turn off the Firewall entirely; only unblock it in the utility.
