How to Make an EPS Vector Format With Adobe
Adobe created the Encapsulated PostScript (EPS) file format in 1980. Many Adobe applications, and non-Adobe vector and digital imaging applications, can access and generate the EPS file format. Illustrator is the first choice for creating the EPS vector format because it is a vector program. However, the EPS file format was designed for both raster and vector files. It is available in vector and raster applications.

Click the Selection Tool from the tools panel.

Click on the object or drawing to be saved as an EPS file.

Go to "File" and "Save As." From the dialog box, change the "Save As Type" to Illustrator EPS.

Click "Save."
Adobe Acrobat Pro 9 -- Save As

Go to "File" and "Open" to open any file format in Adobe Acrobat Pro. The program will convert the file to open it in a PDF format.

Select "File" and "Save As" to save the file as an EPS. Click the down arrow, then click "Encapsulated PostScript."

Click "Settings" to the right of the "Save" command to reveal several options available to format the EPS.

Click on the "General" section to the left of the dialog box if it isn't currently opened. Select "ASCII." Many devices translate the American Standard Code for Information Interchange better than binary.

Select "Language Level 2" in the PostScript section. The selection permits EPS files to communicate with other software programs. Click "OK." In the "Save As" dialog box, click "Save."
Adobe Acrobat Pro 9 -- Export

Go to "File" and "Export," then "PostScript" and "Encapsulated PostScript."

Select "Settings" to open the EPS options dialog box.

Select "ASCII" in the Settings section of the General category.

Select "Language Level 2" in the PostScript section. The selection permits EPS files to communicate with other software programs.

Click "OK." In the "Save As" dialog box, click "Save."
Photoshop

Go to "File" and "Open" to access the file to be saved as an EPS.

Click "Layer," "Smart Object," and then "Convert to Smart Object."

Click "Save As" from the "File" menu.

Select "Photoshop EPS" and click "Save."

Tips & Warnings
If you want a bitmap to contain the vector points familiar to the vector drawing format, the bitmap will have to be converted in a vector drawing program, such as Adobe Illustrator or Inkscape.
