Resume a "Ballad of Gay Tony" saved game or start a new game. Once the game begins, press "Up" on the directional pad to reveal the cell phone and its keypad.

Dial "482-555-0100" on the phone to unlock health, armor and advanced weapons to Luis. Dial "486-555-0150" to unlock basic weapons and dial "486-555-0100" to unlock advanced weapons. To unlock Luis's exploding super punches, dial "276-555-2666."

Dial "468-555-0100" to change the current weather. To give Luis a parachute, dial "359-555-7272." Dial "272-555-8265" to unlock a special tank called the APC. To unlock the Floater Boat, dial "938-555-0150." Dial "359-555-0100" to unlock the Annihilator helicopter.
