How to Get a Full Soul Gem in Oblivion
Soul gems are spherical-shaped items that resemble stones in Oblivion. Empty soul gems can be filled with the captured souls of living creatures at the moment that they are killed. The full soul gems (contain a soul) are used to enchant ordinary items with magic or to recharge magical items such as weapons. Empty and full soul gems can be purchased from several mages guilds and magic vendors in Oblivion. Magic users can also cast soul trap spells on enemies prior to killing them. This will create full soul gems from empty soul gems in your inventory.

Travel to Vindasel and defeat Umbra to retrieve her armor and sword. The Umbra sword is powerful and enchanted with a soul trap spell. Non-magic characters can use the Umbra sword to simultaneously kill enemies and trap their souls into empty soul gems without the need to learn soul trap spells. Any empty soul gems in your inventory will be converted to full gems when you slay enemies using the Umbra sword.

Tips & Warnings
Full soul gems can be found as random loot in chests at several dungeons in Oblivion. Visit conjurer dungeons such as Belda and Sage Glen Hollow to increase your odds of encountering full soul gems. Complete Azura's Daedric quest to earn Azura's Star, which is the only reusable soul gem available in Oblivion.
Soul trap spells and enchanted weapons (Umbra) have a specific duration in seconds. The enemy must be slain within the duration of the spell to trap the soul and fill the empty soul gem.
