How to Fix Bubbling in a Formica Countertop When Water Gets in a Seam
If you get water between the countertop and its Formic or laminate covering, the Formica or laminate eventually bubbles and separates from the countertop. This creates a risk of the Formica breaking off if it is caught on something, such as a shirt sleeve. If you continue to get water under Formica, the bubble spreads and it causes the Formica to be ruined. The best solution for this issue is to glue the loose Formica back down. Pull the Formica up from the countertop as far as you can without the risk of breaking the Formica.

Pull any debris out from between the two with a toothpick.

Apply a coat of laminate glue to the underside of the Formica and on the surface of the countertop where the laminate bubbles.

Slide a toothpick between the two just enough to keep the pieces separated. Wait until the glue is dry to the touch. The laminate glue does not stick to the toothpick but will stick to itself after drying.

Pull the toothpick out of the countertop and roll the laminate down onto the surface with a laminate roller. Start from a point where the laminate remains attached to the countertop, then roll toward the bubble. This flattens the laminate and adheres it to the glue on the countertop.

Place a weighted object over the bubble for 24 hours while the glue completely cures.
