Travel to a bank and withdraw your Rune Gauntlets and a Ring of Duelling.

Right-click the Ring of Duelling and click "Rub." Select "Fist of Guthix" from the list. Your character teleports to the Fist of Guthix lobby.

Right-click "Reggie." Click "Talk To."

Click "No, I Have Some Questions" and click "Can You Uncharge My Items."

Another method to cause your Rune Gauntlets to become uncharged is to die with the item in your inventory. You must pick up the gauntlets from your gravestone, and they cannot be one of the items protected upon death.
