How to Get Deoxys in "Emerald" During Game Play
Deoxys is a legendary, alien Pokémon in "Pokémon: Emerald" that has psychic and heavy physical abilities, making it one of the more powerful Pokémon in the game. Deoxys can be obtained during game play of Emerald by finding him on Birth Island, one of the hidden locations in the game's Sevii region. You can get to Birth Island by boarding the S.S. Tidus, a ship located at the docks. Once you board this ship and travel to Birth Island, it will become available on your Town Map.

Enter the cave when you get to the island.

Stand directly behind the rock and press "A" to start its movement.

Follow directly behind the rock at all times. Do not walk off the path to get any of the treasures or you will have to start over.

Enter the room behind the rock to find Deoxys.

Agree to fight Deoxys and throw a Master Ball at it. The ball will instantly catch Deoxys for you.
