Lifeline is a U.S. government program started in the 1980s during the Reagan administration. Originally, the program provided land line phone discounts to people with low incomes to help ensure everyone had a working telephone to use for emergencies and for basic services such as making medical appointments.

During the rise of cell phone use, the program shifted to provide free cell phones and a small amount of free airtime minutes to eligible individuals. SafeLink Wireless, a division of Tracfone Wireless, participates in this program. Eligible individuals receive a SafeLink cell phone at no cost. However, if the cell phone is defective, it can be changed for another within the first year.
