How Do I Become a Pennsylvania Lottery Witness?
The Pennsylvania General Assembly established the state lottery in late 1971 and the Lottery Commission held the first drawing on March 7, 1972. All lottery proceeds benefit Pennsylvania's senior citizens through programs such as property tax and rent rebates, free and reduced-price transportation, free and reduced-price medical prescriptions, and services in senior community centers. Lottery drawings are televised nightly in Harrisburg, the state capital. Each night, two senior citizens serve as witnesses to the drawings - one on-camera witness and one off-camera witness. The off-camera witness becomes the on-camera witness for the following night's drawing. Witnesses must be at least 55 years old and Pennsylvania residents.
