How to Download From Steam at a Lower Bandwidth
Steam, a computer game download client, establishes your average connection speed when you install the software. You can adjust the download speed settings through several different options, allowing you to decrease the connection speed setting compared to what your actual speed is. This option may not directly change the Steam download speed, as your game downloads are affected by the Steam server they are coming from, as well as the number of users downloading off the same server. Lowering your connection speed reduces the amount of data you are downloading through the Steam client. If your ISP has a bandwidth cap, slowing down your Steam downloads, especially of larger games, may help you to avoid reaching that cap and incurring any overage fees.

Open the Steam client software.

Click "File" and "Settings" in the menu in the upper-left corner.

Click "Downloads+Cloud." Set the "Connection Speed" drop-down menu to decrease the connection speed below your actual speed. You may want to use the "Modem 56K," "DSL 256K" or "DSL 512K" settings for the lowest speeds. You can also change the server region you download from, if one is physically closer to your location. Click "OK" to save your changes.
