Navigate to the WordPress.com website and sign up for a free account.

Sign into WordPress.com with your new account information.

Click "My Blog" from the top left corner, then click "Register My Blog" to go to the registration page.

Type a blog address and title for your blog in the text boxes.

Choose your primary language and a privacy setting from the drop-down menu then click the "Create Blog" button.

Click the "Visit your dashboard" link to go to your blog's administrator dashboard.
