Because savvy gamers can apply downloadable and unofficial modification patches (also known as "mods") to games to unlock elements that would not otherwise be available, including the famed "Yeti Mod."

Tips & Warnings
Third party game modifications, such as the Yeti Mod, are not endorsed by Rockstar Games (maker of the "Grand Theft Auto" franchise) and always pose somewhat of a risk to your game if you have no experience installing them or install one of questionable integrity. The most common issue following the installation of mods is constant game crashing. The only fix for such problems is often reinstalling the game and starting over. Alter your game at your own risk. 2. Owners of "San Andreas" as it was released in late 2005 and afterward should be advised that more recent copies of the game are programmed to disallow mods due to controversy and litigation that came earlier over an explicit unlockable mini-game.
