1
Choose a location to host your event. If you're having a neighborhood block party type of carnival, consider reserving a park within the area or use an open field. Decide on a location that is large enough for all the games, booths and guests. Consider if parking will be an issue or if your carnival will be open to the public or not.

2
Choose your activities and entertainment. Whether you're asking your city Mayor to sit in the dunk tank or you're auctioning off local firemen in a bachelor auction, create a list of activities that will attract your guests. Create booths for different businesses or organizations to sell their wares such as hand-made jewelry. Invite the local animal shelter to host a pet adoption booth, or a henna tattoo artist to paint body designs.

3
Design a flyer that advertises the activities and details of your carnival. Use brightly colored paper and/or photos to make it attractive. For a public carnival, post flyers in local coffee shops, grocery and convenience stores. For a company-wide carnival, send the flyer electronically via your company's e-mail and place hard copies in employee's mailboxes.

Get the supplies needed for the games you have chosen. If you'll be bobbing for apples, gather large tin pails to use for filling with water and apples. For a bean bag toss, purchase or collect your bean bags and markers. Get as many supplies as you can ahead of time; don't wait until the last minute to gather the necessary items.

5
Arrange for food to be sold such as popcorn, water and cotton candy. Plan an area for children if they are allowed to attend. This area could be designed for them to color and paint while being monitored by volunteer teenagers who will make sure they are occupied. Arrange and recruit prizes and gifts for game winnings such as gift cards, certificates and small trinkets.

Secure volunteers and assign tasks to committee members who will be able to help on the day of the event. Confirm arrival of supplies and rental equipment and any special guests that are scheduled to arrive.
