How to Get a Pikachu to Learn Volt Tackle in "Pokemon LeafGreen"
Volt Tackle is one of the most powerful moves in the world of "Pokemon." Only three Pokemon can use it: Pichu, Pikachu and Raichu. A Pokemon must be born with the move, so only a Pichu can obtain it. However, because Pichu evolves into Pikachu and Raichu, they can have Volt Tackle as well, so long as the Pichu from which they evolve was born with the move. To get an egg containing a Pichu that has the Volt Tackle ability and evolve this Pichu into a Pikachu, you must accomplish most of the steps in "Pokemon Emerald" and then transfer the Pikachu to "Pokemon LeafGreen."

Obtaining a Light Orb

Go to the Safari Zone in "Pokemon Emerald."

Engage in combat with Pikachus in the area.

Defeat Pikachus until one gives you a Light Orb. This happens 5% of the time, so it should take 20 or less fights to get the Light Orb.
Breeding a Pichu with Volt Tackle and Evolving It into a Pikachu

Go to the Day Care Center on Route 117 near Mauville.

Give your female Pikachu or Raichu the Light Orb.

Place the female Pikachu or Raichu with the Light Orb and a male Pikachu or Raichu in the Day Care Center to breed.

Return to the Day Care Center and pick up the egg after they have completed breeding.

Hatch the egg by walking around with it in your group. The hatched Pichu will have the Volt Tackle ability.

Evolve the Pichu by battling wild Pokemon in the area. When the Pichu evolves into a Pikachu, the Pikachu will have the Volt Tackle ability.

Transfer the Pikachu with Volt Tackle to "LeafGreen" by unlocking the National Pokedex in both "Emerald" and "LeafGreen" and then trading it through the PalPark.

Tips & Warnings
The Static ability increases the chance of seeing Pokemon with an Electric base, such as Pikachu, so placing one of these at the head of your party will make encounters with Pikachu more frequent.
