How Do You Complete "Necromancer's Moon" in "Oblivion"?
In "The Elder Scrolls IV: Oblivion," your career with the mages' guild eventually leads you to take quests from Raminus Polus, assistant to the arch-mage. For his final quest, "Necromancer's Moon," Raminus asks you to find more information about the unusual Black Soul Gems that necromancers like to use. After you read a book in the mages' guild library, you are given a clue about where the necromancer's hideout is located. You must travel there and spy on the necromancers to determine their true intentions.

Leave the Arcane Academy after you receive the quest. Walk downstairs and enter the Mystic Archives.

Talk to Tar-Meena and ask about Black Soul Gems. She directs you to the nearby book "Necromancer's Moon." Go to the table and click on the book to read it. Close the book when you have flipped to the final page.

Return to Tar-Meena and talk to her. She tells you that she does not understand what the book means. Take the book to Raminus in the Arcade Academy. He directs you to another mage, Bothiel.

Look around the Arcane Academy for Bothiel. She stays inside this tower, but sometimes changes floors. When you find her, talk to her to receive a paper to return to Raminus. She also gives you the location of the Dark Fissure, a necromancer hideout.

Leave the Academy and travel to Cheydinhal. Walk south and follow your map marker. Climb the hills until you reach the Dark Fissure, a cave entrance. The cave is marked by a strange altar.

Wait until dark. A beam of light will come down from the sky and lights up the altar. Crouch down to avoid being seen as a necromancer appears at the altar.

Watch the necromancer to learn how Black Soul Gems are made. This is enough information to complete the quest, but you can also kill the necromancer if you would like detailed instructions on how to make your own Black Soul Gems --- check his body for the instruction sheet.

Return to Raminus with your information. This completes the quest and allows you to advance to the rank of magician.

Tips & Warnings
Black Soul Gems are used to capture the souls of the humans you kill. This is unusual; regular Soul Gems let you capture only the souls of animals and monsters.
