How to Resume Citizenship
The only reasonable way to lose your United States citizenship is through formal renunciation. As long as you have not formally renounced in front of a consular agent then you have not lost citizenship and do not need to resume it. If you have renounced then it is permanent; you can't simply declare citizenship. You must go through the rigors of naturalization as a foreign national. You may, however, have dual citizenship with another country. To claim your dual citizenship you may need to make an application to resume the non-U.S. citizenship.

Research the citizenship laws of the country outside the United States in which you lost citizenship. Use the Internet and search the country's immigration department websites. You may have lost your citizenship if you naturalized in another country, resided outside the country for a certain period of time or renounced your citizenship.

Discover if you are eligible for resumption of citizenship. Not all countries allow resumption and some countries restrict those who have renounced citizenship from resumption.

Find the country's citizenship resumption application. Print the application and fill it out completely in blue or black ink.

Gather the appropriate documents which may include proof of renunciation, proof of residence outside the country or a birth certificate issued inside the country. Obtain payment of fees in the form of a money order.

Mail the application certified to the appropriate authority. Receive notice that your application has been received or approved. Resume your citizenship.
