How to Make Eli in "Fallout 3"
The character creation system and wide variety of equipment in "Fallout 3" allows a fairly large amount of character customization. Eli, from the similarly post-apocalyptic "The Book of Eli," can be made using these options. The most major difference is that the "Fallout 3" version of Eli would look much younger than his movie counterpart. This is because the protagonist of "Fallout 3" is 19 years old, so the game does not include the aging setting found in "The Elder Scrolls IV: Oblivion" and "Fallout: New Vegas," which use the same character customization system.

Start a new game.

Choose "Boy" for you gender.

Choose "African American" for your race in the character customization menu.

Change to the preset five. This is already fairly close to Eli in appearance and requires the least amount of alteration.

Select "Customize" under the preset slider.

Move the "Nostril Wide/Thin" slider to the middle of the bar. Some other sliders move when you adjust this slider. You can ignore those changes.

Choose "Buzz Cut" as your hair style.

Choose "Rough Beard" as your facial hair.

Go to "Lucky's." It is located southwest of Tenpenny Tower. Check the mannequin inside the store to get the "Lucky Shades." These are the closest replica of Eli's sunglasses in "Fallout 3."

Learn the "Lawbringer" perk when you level up. It becomes learnable after you reach level 14. There are no requirements for it other than being level 14.

Go to the Regulator HQ located north of Wheaton Armory. It is marked on your map when you learn "Lawbringer," so you should have no trouble finding it.

Talk to Sonora Cruz and agree to join the Regulators. She gives you a "Regulator Duster" for doing so. This armor is fairly close to Eli's clothes in "The Book of Eli."
