SafeLink, a division of TracFone Wireless, offers cellular telephones to individuals on public assistance. The wireless service is free and the service includes voicemail, call waiting, access to 911 emergency service, caller identification, three-way calling and ability to send text messages. SafeLink provides service in 31 states, the District of Columbia and Puerto Rico. You must apply online and qualify for the cellular service before receiving your free SafeLink telephone.

Open your computer's Internet browser and navigate to the SafeLink home page. Enter your zip code in the box next to "To begin the process, enter your zip code." Click "Go."
Enter your personal information in the boxes on the "SafeLink Registration" page including your name, address, birthday and last four digits of your Social Security number. Click the circle next to the monthly minute plan you want, which includes 68, 125 or 250 free minutes.
Enter the numbers and letters in the box under "Enrollment Validation." Click the "Next" button.
Click the box next to the state and federal programs you currently participate in, including Medicaid, Food Stamps and Temporary Assistance to Needy Families. Click the check box next to "I Certify" to confirm that you are receiving aid from the selected programs. Click "Next."
Click the check box next to the number of members in your household and annual income. Click the check box next to "I Certify" to confirm that you are within the selected number of members in your household and income level. Click "Next."
Follow the on-screen prompts to complete the verification process. Click "File," "Print" and "OK" to print the results of the verification process and any confirmation information, including when SafeLink phone will mail your phone, or write it down on a piece of paper. Note, you may be asked to provide additional income information via the mail.
