How to Slow Down Flash Animations
Flash is an Adobe product for creating animation presentations. The Flash interface provides a frames-per-second (fps) setting that you use to specify the speed of your animation. Speed settings around 24-30 generally provide a smooth animation that is pleasing to view. Depending upon the content, speeds that are too slow or too fast may appear jerky or not as realistic. Decrease your fps setting value to slow down your Flash animation.

Launch Flash and open your Flash animation project.

Type a value lower than the existing one in the "Frame rate" field. For instance, if the existing value is "36," change it to "24."

Press "Ctrl" and "Enter" to test the effect of your changes. Adjust the setting as necessary to achieve the desired results.

Tips & Warnings
You can also insert additional frames to slow down your animation. Press "F5" in the timeline location you wish to add a frame to. Ensure you are inserting frames in a consistent manner across all layers to maintain the synchronization of your animation.
