How to Get an All Eevee Team in Soul Silver
In "Pokémon SoulSilver," Eevee is a highly sought after Pokémon because it has seven unique evolutions -- Jolteon, Flareon, Vaporeon, Leafeon, Glaceon, Espeon, and Umbreon -- each with their own specialized elemental abilities. However, there are no wild Eevee in the game, so the easiest way to go about making an all-Eevee team is to repeatedly breed the Eevee that you receive from Bill in Goldenrod City.

Find Eevee. After you talk to Bill in Ecruteak City, he goes back to his home in Goldenrod City. Visit Bill at his home and talk to him to receive a level five Eevee. Bill's house is located just west of the Pokémon Center in Goldenrod City.

Capture a Ditto. Ditto is a genderless Pokémon that is often used for breeding purposes because it can copy the appearance of any Pokémon. You can find Ditto on route 37, route 45, Cerulean Cave, and the Safari Zone. It's generally a lower-level Pokémon, so after weakening it with the Pokémon of your choice, you can easily capture it using a normal Poké Ball.

Visit the Pokémon Day Care located on route 34 just south of Goldenrod City. The old lady at the front desk will ask you which Pokémon you would like to leave at the day care. Select Eevee and Ditto to leave at the day care to be raised. If two compatible Pokémon such as Ditto and Eevee are left at the day care, they will eventually produce an egg.

Continue adventuring while you wait for an egg to be made. Since the time it takes to make an egg is based on how much you move, you can speed things up by just riding your bike around. After a short time you should receive a call from the Day Care Man informing you that your Pokémon is holding an egg.

Revisit the Pokémon Day Care and talk to the Day Care Man to obtain the egg from him. Leave your Eevee and Ditto at the day care.

Hatch the Pokémon egg by carrying it with you in your Pokémon party. Riding your bike around will make the egg hatch faster. While you are hatching your first egg, you will receive multiple calls from the Day Care Man telling you that there is another egg waiting for you. Pick up the additional eggs as they are produced and keep them in your Pokémon party as you move around to hatch them. After about 15 or 20 minutes of continues riding, your first egg should hatch and give you a brand new level one Eevee.

Hatch five more of the eggs to get five more Eevees and complete your all-Eevee team.

Tips & Warnings
Ditto is an excellent breeding Pokémon because it is compatible with almost every Pokémon.
Carry a Pokémon like Magmar or Slugma while hatching eggs. These Pokémon often have the ability Flame Body or Magma Armor which helps eggs hatch faster.
Although it's much more time consuming, you can also obtain a level five Eevee from the Game Corner in Celadon City by exchanging 6666 coins.
It costs money to leave your Pokémon at the Pokémon Day Care. The longer you leave them there the more it will cost.
