Procure a food vendor license from the city. A license is typically required to start a food service in a public area such as on a public street or in a park. Hang the procured license visibly from your stand.

Buy an ice shaver, cups and flavor syrups from a reputable vendor. Order a variety of flavors and cup sizes to give customers several options when choosing their snow cone.

Choose a location to build your stand. Parks, high traffic neighborhood streets, and other public areas are best for product visibility.

Make change at the bank for the change drawer. Start with at least $20 in change to ensure the stand can make change for larger bills.
