How Do I Create a Folder at the Root Level?
The files for Web sites are stored on servers. These storage locations use the file transfer protocol, or FTP. Many Web browsers can navigate to FTP sites and download from them, but they cannot manipulate and change -- also called reading or writing -- the files or file structure. However Windows Explorer, which is integrated into the Windows operating system, is able to use third-party FTP sites to read, write or edit folders stored on your web server.
