How to Level Your Pokemon Fast in "Pokemon SoulSilver"
In "Pokemon SoulSilver," your Pokemon levels up a bit slower with each level it gains. This means that although it may level up after just a few battles at level 5, earning experience at level 50 takes much longer. All Pokemon are able to reach level 100, although training them this far typically takes lots of time and dedication. To some players, the payoff is often worth it, resulting in a Pokemon with the highest possible stats. If you want to raise your Pokemon to higher levels, a few tricks will help you achieve your goal faster.

Use Rare Candies on your Pokemon. Eating one Rare Candy immediately increases a Pokemon's level by one. True to their name, though, Rare Candies are hard to find. Win them as prizes in the Pokeathlon Dome or use your dowsing machine to find them buried in random locations.

Give a Pokemon a Lucky Egg. This hold item doubles any experience points the Pokemon wins in battles. The item is difficult to come by, found only on wild Chanseys. Look for wild Chanseys on routes 13 through 15. Not all of them have Lucky Eggs, so you may need to capture several Chanseys before finding one.

Trade your Pokemon and let someone else battle with it. If a trainer raises a Pokemon that isn't his own, the Pokemon gets double experience points in battle. This is likely the most reliable way to train a Pokemon quickly. Go to the top floor of a Pokemon Center and talk to the clerk to make a trade. Choose the Pokemon you want to trade. Only trade with a friend that you can trust to return the Pokemon to you later.

Fight wild Pokemon on Route 45 or in the Dark Cave, if your team is around level 45. For Pokemon around level 50, engage in battles on Victory Road and Route 28. Train your team with the Elite Four once they reach level 70 and above. These spots contain Pokemon that are not too difficult to defeat but give you lots of experience points.

Tips & Warnings
If you are considering giving Pokemon a Rare Candy, remember that this technique won't make the Pokemon as strong as it could be if you trained it normally. After every four battles with wild Pokemon, your Pokemon gains one point in a random stat. If you level up with the Rare Candy, your Pokemon will miss out on this stat bonus.
