How to Get Army of One in "FF13"
Army of One is a special active time battle attack in Final Fantasy XIII that is exclusive to the character Lightning. Army of One is Lightning's ultimate ATB attack and as such, will use all ATB energy when utilized. Unlocking this attack will allow you to use all of Lightning's power, and will help you defeat difficult bosses in the game's later stages.

Keep Lightning in your party, as much as possible. Though Lightning will accrue Crystarium points when she is not in your active party, she will gain the most when you are using her.

When you have enough points, open the Crystarium -- accessed from the Start menu -- and select Lightning.

Spend all Crystarium points on the "Ravager" and "Commando" Crystarium trees. Once both of these trees are completely full -- including sub trees -- the Army of One skill will appear in the Ravager tree. Once you have enough points, you should be able to select and unlock it. Once you have unlocked it, the trees will extend with unlockable HP, Magic, and Strength bonuses.

Tips & Warnings
Since there are no level mechanics in Final Fantasy XIII you can get this skill very early, if you make an effort to get into as many battles as possible. The more you fight, the more Crystarium points you will earn, and if you focus solely on spending these points in the Commando and Ravager trees, you can unlock Army of One very quickly.
