You can configure iTunes to sync contact data from Outlook with your iPad's address book.

The Apple iPad has an Address Book app that allows you to store information about contacts, such as phone numbers, email addresses and mailing addresses. When you connect your iPad to your computer, contact data is one of the types of information that you can sync with your system. PC users who manage their contacts in Microsoft Outlook can sync data from that application to their iPad.
